Dataset Direct Download Service (WFS): Issues (surfacing) of the PPRi de la Loire, val d’Orléans (upstream)

Generally speaking, the stakes are people, property, activities, cultural or environmental heritage elements, threatened by a hazard and likely to be affected or damaged by it. The sensitivity of an issue to a hazard is called “vulnerability.”This object class brings together all the issues that have been addressed in the RPP study. An issue is a dated object whose consideration depends on the purpose of the RPP and its vulnerability to the hazards studied. A PPR issue can therefore be considered (or not) depending on the type or types of hazard being addressed. These elements form the basis of knowledge of the land cover necessary for the development of the RPP, in the study area or near it, at the time of the analysis of the issues. The data on the issues represent a photograph (figential and not exhaustive) of the property and of the people exposed to hazards at the time of the development of the risk prevention plan. This data is not updated after approval of the RPP. In practice they are no longer used: the issues are recalculated as necessary with up-to-date data sources.一般而言，受险对象指的是受某一危险源（hazard）威胁、且可能受其影响或破坏的人员、财产、活动、文化遗产与环境遗产要素。某一对象针对危险源的敏感程度被称为脆弱性（vulnerability）。本对象类别整合了风险预防计划（RPP，Risk Prevention Plan）研究中涉及的全部评估事项。评估事项是一类带有时间标记的对象，其是否纳入考量取决于风险预防计划的研究目标，以及该对象针对所研究危险源的脆弱性。因此，RPP评估事项是否纳入考量，取决于当前所针对的一种或多种危险源类型。在开展评估事项分析阶段，上述要素构成了研究区域及其周边区域编制风险预防计划所需的土地覆被认知基础。本部分关于评估事项的数据，是风险预防计划编制阶段，受危险源影响的财产与人员状况的概览式（非穷尽性）快照。该数据在风险预防计划获批后不再进行更新。实际应用中此类数据亦不再直接复用：研究人员会根据需要，使用最新数据源重新计算评估事项。
