By means of the internal regulations pursuant to Section 34(4)(1) to (3) of the Building Code (BauGB), the municipalities, in addition to the development planning, determine, by means of an urban planning statute, that the unplanned interior area be bound by the external area (§ 35 BauGB). The demarcation has an impact on the planning law admissibility of (construction) projects. The possible contents of the indoor regulations are determined by the BauGB. The internal statutes are adopted by the municipal council as municipal statutes. It is binding for the inhabitants, for the construction workers and for the building authorities.
