PSDA Flood Defense Plan

The PSDA identifies and surrounds areas of hydraulic hazard by determining the levels corresponding to full maximum conditions evaluated by scientific methods of hydraulics. In these areas of hydraulic hazards, the plan aims to avoid the increase in the levels of danger and hydraulic risk, to prevent interventions prejudicial to the future hydraulic structure of the territory, to safeguard and regulate human activities, to ensure the necessary coordination with the regulatory framework and with the planning and planning instruments in force.PSDA通过采用水力学（hydraulics）科学方法评估全最大工况对应的等级，以此识别并划定水力灾害（hydraulic hazard）区域的范围。在上述水力灾害区域内，该方案旨在避免危险等级与水力风险的攀升，防止有损本区域未来水利工程体系的各类干预行为，保障并规范人类活动，同时确保与现行监管框架及各类在用规划工具开展必要的协同衔接。
