Today the role of the Russian language deserves special attention, since it is about preserving national identity. For centuries, the Russian language has ensured the connection of generations, continuity, mutual enrichment of ethnic cultures. Thanks to the Russian language, Russia was formed into a single, multinational civilization. Now in the period of the acute fight against terrorism, in the New world order that is being establishing, Russia needs, as never before, an offensive language policy and systemic, both within the country and abroad. The main objective of the state language policy is the preservation and development of the Russian language as one of the most important components of the national culture and spirit and the means of transmitting traditions to future generations. But no less important is the task of popularizing the Russian language, Russian education and science abroad, including in Spain, Latin America and the Caribbean.时至今日，俄语的重要性理应得到特别关注，因其关乎民族身份的存续。数个世纪以来，俄语维系了代际间的联结，保障了文明的延续性，并推动各民族文化的相互交融与丰富。依托俄语，俄罗斯得以形成为一个统一的多民族文明共同体。如今，在反恐斗争进入关键阶段、新世界秩序正在构建的当下，俄罗斯比以往任何时候都更需要在国内与海外推行积极进取的系统性语言政策。国家语言政策的核心目标，是守护并发展俄语——作为民族文化与民族精神的核心组成部分之一，同时也是将文化传统传递给后世的载体。而在海外推广俄语、俄语教育与俄罗斯学术研究，包括在西班牙、拉丁美洲及加勒比地区开展相关工作，同样是至关重要的任务。
