Drawings of the North Rhine-Westphalia Development Plan

The data set contains the grid data of the drawings of the current state development plan of the state of North Rhine-Westphalia (NRW). The State Development Plan (LEP) defines the medium- and long-term strategic objectives for the spatial development of the State of North Rhine-Westphalia. Its overarching textual and graphical specifications must be observed or taken into account in the subordinate regional, land-use planning and technical planning. The drawing specifications are created on the basis of a map at a scale of 1:300,000. Accordingly, they are not oriented towards parcels, but reflect an extremely rough definition. It should be noted that the available raster data can only be used informally and without obligation. Only the plan approved by the Land Cabinet and confirmed by the Landtag, as published in the Law and Ordinance Gazette (drawing of the respective deposit copy in scale 1:300,000), is legally effective. For reasons of better digital readability, the presentation of the data has been adapted in detail. It may therefore deviate selectively from the presentation in the legally valid Land Development Plan. The mining limits for lignite mining shown in the memorandum still correspond to the status of the current lignite plans. They therefore do not yet take into account the decisions of the provincial government taken in the guiding decision of 5 July 2016 or the new guiding decision of 21 March 2021 on, inter alia, the preservation of the village of Holzweiler, the reduction of the opencast mines or the preservation of the Hambach Forest. These are now being implemented with the initiated lignite plan modification procedures.本数据集包含北莱茵-威斯特伐利亚州（North Rhine-Westphalia，缩写NRW）现行州发展规划图纸的栅格数据。 州发展规划（State Development Plan，缩写LEP）明确了北莱茵-威斯特伐利亚州空间发展的中长期战略目标，其顶层文本与图形规范需在下级区域规划、土地利用规划及专项规划中得到遵守与考量。 该图纸规范基于1:300000比例尺的地图编制，因此并非针对地块制定，仅体现极为粗略的界定标准。 需注意的是，本数据集提供的栅格数据仅可作非正式使用，不具备强制性效力。 唯有经州内阁批准、州议会确认，并于《法律与法规公报》发布的规划（含1:300000比例尺的官方存档副本图纸），才具备法律效力。 为提升数字可读性，本数据集的可视化呈现已进行细节调整，因此可能与具备法律效力的州发展规划中的呈现方式存在局部偏差。 本数据集所载备忘录中所示的褐煤开采限界，仍与现行褐煤规划的现状一致，尚未纳入2016年7月5日指导决议或2021年3月21日新指导决议中，由州政府作出的相关决策，其中包括霍尔茨魏勒村（Holzweiler）保护、露天矿缩减或汉巴赫森林（Hambach Forest）保护等内容。 目前，相关决策正通过已启动的褐煤规划修改程序予以落实。
