Unfinished works: 1 January 2018-31 December 2018

The dataset contains the total data on the register of unfinished works collected through a “network system” that integrates among them the Information System for Monitoring Unfinished Works (SIMOI), the Ministry of Infrastructure and Transport, and the similar systems activated by the Regions and Autonomous Provinces. In particular, the data relating to the Autonomous Provinces of Trento and Bolzano, collected with autonomous systems, do not complete the basic information path. The data presented are related to the 2018 survey and published, generally, on June 30, 2019 on https://www.serviziocontrattipubblici.it/SPInApp/it/works_unfinished.page. The state works unfinished is typically attributable to what is defined in D.M. 42/2013 art. 1 paragraph 1 and paragraph 2: ‘paragraph (a) the construction work, initiated, is interrupted beyond the contractual deadline for completion; lit. b) the work carried out, initiated, is interrupted within the contractual deadline for completion, since, at the time, the conditions for restarting them are not met; (c) the completion of the works has not been tested within the prescribed period as the work does not meet all the requirements of the specifications and the relevant executive project, as ascertained during the testing operations本数据集涵盖通过整合多项系统构建的“网络体系”采集的未完工工程登记全量数据，该网络体系包含未完工工程监测信息系统（SIMOI）、基础设施与交通部（Ministry of Infrastructure and Transport），以及各大区与自治省启动的同类系统。其中，通过自治系统采集的特伦托自治省与博尔扎诺自治省相关数据尚未完善基础信息流程。本次发布的数据对应2018年调研成果，通常于2019年6月30日在https://www.serviziocontrattipubblici.it/SPInApp/it/works_unfinished.page 公开。 公共未完工工程通常可归类至第42/2013号部长级法令（D.M. 42/2013）第1条第1款及第2款所定义的情形：“(a) 已启动的建筑工程逾期未完成且处于停工状态；(b) 已启动的建筑工程在合同约定的完工期限内停工，因当时尚不具备复工条件；(c) 因工程未满足技术规范及相关执行项目的全部要求，未能在规定期限内完成竣工验收，此为验收作业中查明的情况。”
