This is a scanned archival document of a proposed rulemaking issued by Francis M. Mullen, Jr., Acting Administrator of the Drug Enforcement Administration (DEA), originally written on July 20, 1984 and published in the <i>Federal Register</i> on July 27, 1984 (vol. 49, no. 146, pp. 30210–30211).
