The approval of the Territorial Planning Guidelines and subsequently of the Partial and Sectorial Territorial Plans means defining a territorial and regulatory framework for the drafting of municipal urban planning documents. The drafting of these documents, and their development, requires a database of graphic and alphanumeric data in which the information of the current municipal planning and the state of land occupation is collected among others.UDALPLAN presents the General and Organic Structure and the Soil Qualification as well as the Classification of the whole Territory of the Basque Country, following in the case of non-urbanizable land the categorisation of the Land Management Guidelines《领土规划指南》（Territorial Planning Guidelines）及后续出台的局部与专项领土规划的获批，意味着为市级城市规划文件的编制确立了领土层面与监管层面的双重框架。此类文件的编制与推进工作，需要依托一套集成图形与字母数字数据的数据库，该数据库需收录现行市级规划信息、土地利用现状等多类数据。UDALPLAN 涵盖了巴斯克地区（Basque Country）全境的总体与有机架构、土地资质评定以及全域领土分类体系，针对非可城市化用地，则遵循《土地管理指南》（Land Management Guidelines）的分类标准完成归类。
