A mechanism initiated by the Ministry of Culture to reduce inequalities in access to books and the culture of writing, to raise awareness among babies and very young children about the book, to promote collaboration between book and early childhood actors, and to promote children’s literature.Piloted by libraries, the projects raise awareness of reading among children aged 0 to 3 and their families.由文化部首创的一项工作机制，旨在缩小书籍获取与书写文化方面的不平等，强化婴幼儿对书籍的认知，推动图书领域从业者与幼儿教育从业者（early childhood actors）之间的协作，并推广儿童文学。该项目由图书馆试点实施，面向0至3岁儿童及其家庭开展阅读认知普及活动。
