APS Employment Data 31 December 2011

\r\n\r\nThese tables present a summary of employment under the _Public Service Act\r\n1999_ at 31 December 2011 and during the 2011 calendar year. The data is an\r\nupdate of that presented in the _APS Statistical Bulletin 2010-11. _Data will\r\nnow be available at six monthly intervals -A through this summary for\r\ncalendar year data, and through the annual State of the Service Report (SOSR)\r\nand APS Statistical Bulletin (the Bulletin) for more detailed financial year\r\ndata.\r\n\r\nThe data in these tables is sourced from the APS Employment Database (APSED),\r\nwhich contains data extracted from agencies-C/ HR systems. The Australian\r\nPublic Service Commission continues to work with agencies to improve the\r\nquality and timeliness of the data they provide to APSED. Each year extensive\r\naudits and error checking of APSED are undertaken, to ensure that sound\r\nconclusions can be drawn from the data. Through this audit process, previously\r\npublished data has been updated. The June 2011 data published in SOSR and the\r\nBulletin has been revised.\r\n\r\nAs in the Bulletin, a headcount approach is used in these tables-that is,\r\npeople working part-time are aggregated with people working full-time without\r\nweighting. Data also includes inoperative staff. Employees-C/\r\nclassification in these tables refers to their base or substantive\r\nclassification.\r\n\r\nAbbreviations used in these tables and changes to administrative arrangements\r\nfor the period July to December 2011 are explained below. The Explanatory\r\nNotes at Appendix 1 of the Bulletin provide definitions of terms used in these\r\ntables. 本批表格汇总了截至2011年12月31日及2011日历年期间，依据《1999年公共服务法》（Public Service Act 1999）实施的雇佣情况。本数据系对《APS统计公报2010-11》（APS Statistical Bulletin 2010-11）中刊载内容的更新。目前数据将每半年更新一次：其中日历年数据可通过本汇总报告获取，详细财年数据则可通过年度《服务状况报告》（State of the Service Report，简称SOSR）及《APS统计公报》（APS Statistical Bulletin，简称本公报）获取。

本批表格中的数据源自澳大利亚公共服务就业数据库（APS Employment Database，简称APSED），该库的数据提取自各机构的人力资源系统。澳大利亚公共服务委员会将持续与各机构合作，提升其向APSED报送数据的质量与时效性。每年我们都会对APSED开展全面审计与差错核查，以确保基于该数据可得出可靠结论。通过本次审计流程，此前发布的数据已完成更新：此前刊载于SOSR及本公报的2011年6月数据已予以修订。

与本公报一致，本批表格采用人头统计法（headcount approach）进行统计：即兼职人员与全职人员直接合并统计，不进行加权折算。数据同时包含非在岗人员。本批表格中所列的雇员职级，系指其基础职级或实质职级。
