One of the EFOC 2025 report objectives for OLTL was to ask why participants choose not to work. The objective is stated as follows: <B>Connection between Care Workers and Employment</B> During 2025-26, OLTL will conduct a study of HCBS participants to identify the key reasons they are not pursuing employment. The EFOC will be involved in the study development, methodologies, goals, participant recruitment, etc. This information was pulled from the Home and Community-Based Services (HCBS) Consumer Assessment of Healthcare Providers and Systems (CAHPS) survey. <B>Note:</B> The Employment First Oversight Commission (EFOC) is a state advisory group that ensures competitive, paying jobs in the regular workforce are the first and preferred choice for people with disabilities
