IPPC-Altanlagen Adaptation in Austria

The main analysis of the adaptation of IPPC old plants based on foundries, intensive livestock farms, glass industry and combustion plants in Upper Austria and Styria shows: Shortcomings in completeness persist, especially in the case of changes in the capacity of commercial facilities and intensive livestock holdings. The authorities consider most of the old installations to be adapted. Their emissions are mostly in the BAT range (best available techniques, BAT documents). The limit values in the notices were adjusted in the case of amendment permits and in accordance with the Emissions Protection Act for boiler plants. Synergies with environmental inspections will be exploited. According to EU Directive 2008/1/EC (Integrated Pollution Prevention and Control, IPPC), all installations within the scope had to comply with the requirements of the Directive by 30.10.2007.
本研究针对上奥地利州与施蒂利亚州内的铸造厂、集约化畜禽养殖场、玻璃制造企业及燃烧设施等老旧综合污染预防与控制(Integrated Pollution Prevention and Control, IPPC)设施的适配改造情况开展核心分析,结果显示:数据完整性方面的短板仍持续存在,尤其在商业设施与集约化畜禽养殖场的产能变更场景中尤为突出。主管部门认定绝大多数老旧设施已完成适配改造,其排放水平大多处于最佳可行技术(best available techniques, BAT)相关文件规定的限值范围内。针对修订许可情形,以及锅炉设施依据《排放保护法》的相关要求,监管通知中规定的限值已完成相应调整。将充分挖掘与环境执法检查之间的协同增效空间。根据欧盟《2008/1/EC号指令》(综合污染预防与控制,IPPC),本次覆盖范围内的所有设施须于2007年10月30日前符合该指令的相关要求。
