NICE Technology Appraisals in the NHS in England: National Level

The Innovation Scorecard aims to improve transparency within the NHS of what treatments recommended by NICE are available within Trusts and CCGs and at National and Area Team level. It is intended to support monitoring of compliance with NICE Technology Appraisal (TA) recommendations and to assist the NHS in the identification of variation, which can be explained, challenged or acted upon. It is not intended to be used for performance management. The Innovation Health and Wealth Strategy set out plans to support development and adoption of innovation in the NHS. The National Institute for Health and Care Excellence (NICE) technology appraisal process assesses the clinical and cost effectiveness of new and existing medicines and treatments, and provides guidance on their use by the NHS. There is no central collection of data which can directly support the assessment of uptake of NICE recommendations, nor is data on the number of patients treated available. Therefore this is an experimental publication, which makes use of data currently available from a range of sources, both from the NHS and the commercial sector. The HSCIC welcomes comments and suggestions from users to support future development of appropriate datasets and reporting.《创新计分卡（Innovation Scorecard）》旨在提升英国国民保健署（National Health Service, NHS）内部的透明度，清晰呈现国民保健信托机构（Trusts）、临床委托小组（Clinical Commissioning Groups, CCGs）以及国家级和区域团队层面可提供的、由国家健康与优化研究所（National Institute for Health and Care Excellence, NICE）推荐的治疗方案。其核心目标为支持对符合NICE技术评估（Technology Appraisal, TA）建议情况的监测，并协助NHS识别差异，以便对相关差异进行解释、质疑或采取针对性行动。本工具不得用于绩效管理。《创新健康与财富战略（Innovation Health and Wealth Strategy）》明确提出了支持NHS内部创新研发与应用的相关规划。NICE技术评估流程会对新增及现有药物与治疗方案的临床有效性与成本效益进行评估，并就NHS对这些方案的使用提供官方指导。目前尚无可直接用于评估NICE建议落地情况的集中式数据收集机制，也暂无已接受治疗的患者人数相关公开数据。因此，本次发布属于实验性出版物，其数据来源于NHS及商业领域的多类现有数据源。英国卫生与社会关怀信息中心（Health and Social Care Information Centre, HSCIC）欢迎广大用户提出意见与建议，以助力后续适配性数据集与报告体系的开发完善。
