Perimeter of Priority Neighbourhoods of City Policy 2024

The Programming Act for the City and Urban Cohesion of 21 February 2014 provides, in its article 5, the modalities for the reform of the priority geography of the city’s policy. These perimeters replace sensitive urban areas (Zus) and neighbourhoods in an urban contract for social cohesion (CUCS) from 1 January 2015. The first generation of priority neighbourhoods in force from 01 January 2015 to 31 December 2023 was defined by Decree No. 2014-1750 of 30 December 2014 for the metropolis and by Decree No 2014-1751 of 30 December 2014 for the overseas departments, in Saint-Martin and French Polynesia. In order to adapt to the evolution of the territories, an update of the priority geography was carried out in the spirit of the programming law for the city and urban cohesion of 2014. A new generation of priority neighbourhoods enters into force on January 1, 2024 for metropolitan France by Decree n° 2023-1314 of 28 December 2023. For the overseas departments, Saint-Martin and French Polynesia, the districts of 2015 remain in force until 31 December 2024 and will be updated by 01 January 2025. For the districts of metropolitan France the work was conducted in 2023 by the department prefectures, with local consultation, relying on the ANCT and the provision of data by INSEE.
