Production Licence

The C-NLOPB administers a scheduled land tenure system in which the Offshore Area has been divided into eight regions. Each region is categorized as either low activity, high activity, or mature, based on the level of oil and gas exploration and development activities. Upon a successful bid, in a Call for Bids round, an Exploration Licence (EL) is issued. ELs are valid for 6 years and can be extended to 9 years if a well is drilled. Upon success discovery and meeting other requirements, a Significant Discovery Licenses (SDL) can be issued. Upon commerciality, a Production Licence (PL) can be issued.加拿大国家油气管理委员会（C-NLOPB）实行计划性土地权属管理体系，将近海油气区域划分为八个分区。各分区依据油气勘探与开发活动的活跃程度，被划分为低活跃度、高活跃度及成熟型三类。在招标批次中竞标成功的主体，将获颁勘探许可证（Exploration Licence, EL）。该许可证有效期为6年，若完成钻井作业，可延长至9年。在实现油气重大发现且满足其他相关要求后，可颁发重大发现许可证（Significant Discovery Licenses, SDL）。待项目达到商业化标准后，可颁发生产许可证（Production Licence, PL）。
