In practice, there are health campaigns to educate citizens on common illnesses and prevention, and alerting them of public health hazards such as epidemics.
A 100 score is earned where all the following conditions are met:
1) citizens can find within easy reach abundant information about common illnesses, prevention and treatment,
2) the information is presented in a way that is easy to grasp for citizens with less education, and
3) public health hazards such as epidemics trigger awareness campaigns.

A 50 score is earned where any of the following conditions apply:
1) citizens can find within easy reach information about common illnesses, treatment and prevention, but the information may be incomplete,
2) the information is presented in a way that makes it difficult to understand for citizens with less education, or
3) public health hazards such as epidemics don't always trigger awareness campaigns.

A 0 score is earned where at least one of the following conditions apply:
1) citizens can rarely find information about common illnesses, treatment and prevention, or
2) public health hazards such as epidemics rarely trigger awareness campaigns.
