ICAR addresses... Original list of ICAR addresses and sub-addresses (boxes) on date marked in ‘DATE_DATA’ attribute. This data layer contains and locates postal addresses from the Centralised Inventory of Adresses and Rues (ICAR) within Wallonia. In Belgium, address information was dispersed across several data sources: Federal National Register, CRAB (Flemish Region), URBIS (Brussels Region), PICC (Walloon Region), etc. However, address is an essential data layer for both public administrations, citizens and businesses. In order to remedy this situation, the project “Belgian Streets and Addresses” has been implemented in order to create a genuine source of addresses in Belgium, which will operate the 3 regional registers. In this context, a cooperation agreement has been concluded between the federal state and the three regions. In the Walloon Region, the ICAR (Centralised Inventory of Adresses and Rues) project constitutes the Walloon regional register of addresses and is therefore the authentic source of the matter. In addition to its contribution to Best Address, this project is also linked to the European INSPIRE Directive, which recommends the establishment of registers of, inter alia, persons, addresses and buildings. This data layer provides a list of all addresses extracted daily from the ICAR project. The address is defined as ‘information enabling a single and structured reference to a unit of residence, mooring station, location or parcel, on the basis of the name of the municipality, street name or, in certain cases, the address area, any police number supplemented by a sub-address and a postal code’. For addresses with a link to the PICC, the spatial location of the addresses is provided in an ad hoc form. The need for geometric aspects therefore implies that the layer is constructed from two data sources: 1. The inventory from the ICAR database describing the addresses at alphanumeric level. This inventory is carried out by the municipalities and they are responsible for monitoring and validating the updating of the information, using the dedicated ICAR application (see associated resources). The SPW is responsible for setting up and managing the dataset. Finally, the partners (ORES, Bpost, etc.) inform managers of possible improvements on the basis of their observations on the ground. 2. Address points from the PICC (centroid of the building concerned). All PICC buildings with a police number were checked. Only ICAR addresses that have a geometric match with the PICC points have a geometry of the X coordinates, Y. Addresses are described by an identifier, street name, police number, PO box, postcode, address area, commune (name and INS code) and dates of creation and modification
