4 territories of the department of Orne signed an agreement with the state. These are: Flers agglo, Argentan Intercom, the CDC of Eagle Countries and the Urban Community of Alençon.

A territory with positive energy for green growth (TEPCV) is a territory of excellence in the energy and ecological transition. The community is committed to reducing the energy needs of its people, construction, economic activities, transportation, recreation. It proposes a comprehensive programme for a new development model that is more sober and more economical.

Six areas of action are prioritised in these territories
— Reduction of energy consumption: this includes insulating public buildings, extinguishing public lighting after a certain time...
— The reduction of pollution and the development of clean transport: through the purchase of electric cars, the development of public transport and carpooling...
— The development of renewable energy: with for example the installation of photovoltaic panels on public equipment, the creation of heat networks...
— The preservation of biodiversity: by removing pesticides for the maintenance of public gardens, the development of agriculture and nature in the city....
— Combating waste and reducing waste: with the definitive removal of plastic bags, actions for better recycling and distribution of short circuits for the feeding of school canteens....
— Environmental education: by promoting awareness-raising in schools, information for local residents...

The term “green growth” refers to the leverage potential for the economy and employment represented by such a programme. Indeed, the Ministry of the Environment highlights the fact that positive energy territories create non-relocable jobs in the areas of building, waste, renewable energy, energy saving, for example:
— craftsmen of the building to carry out renovation works;
— site managers and maintenance technicians for the construction and maintenance of wind farms;
— triage ambassadors to encourage people to do the right thing;
— all the professions of waste collection, sorting and recycling...
