The following factors and scores contribute to an overall score per area. HOLC Neighborhood Grade C/D (2 points) 20 Percent+ Population Below Poverty (1 point)* Life Expectancy less than County median (1 point) Single-family home valuation less than County (1 point) CDBG Improvement Target Area (1 point). Block groups with a predominant score of 3 points or more (out of six) are designated as Equity Zones. *Any block group meeting the Poverty criteria is automatically qualified as an Equity Zone. Block Group boundaries are 2010 U.S. Census Bureau definitions.
