PoliRuralPlus D2.1 Stakeholders Identification Dataset for Nine Pilot Regions, Version 2.0, 2025

This Zenodo record provides the public Version 2.0 deliverable and stakeholder identification dataset documentation for PoliRuralPlus D2.1. It covers the nine PoliRuralPlus pilot regions across Europe and defines the stakeholder groups, database structure, communication channels, categorisation logic, and engagement pathways used to support analysis of rural–urban linkages and integrated urban-rural strategies. The deliverable includes stakeholder categories such as local communities, governments, farmers, SMEs, research institutions, NGOs, civil society groups, infrastructure providers, digital technology companies, financial institutions, and tourism representatives, together with updated stakeholder counts, gender-disaggregated data, prioritisation criteria, and pilot-specific examples. It is intended for project partners, policymakers, researchers, pilot coordinators, public authorities, rural development practitioners, and organisations designing Regional Action Plans. The item supports reuse by documenting a structured approach for stakeholder mapping, inclusive engagement, participatory governance, policy analysis, monitoring, and comparative learning across rural–urban development contexts.
