In writing and at management level, the routine decided that crisis preparedness should be included as part of the tender specifications for the procurement of Housing with special services for adults, SoL. Management level refers to the level within the organisation that has the mandate to decide on common procedures. Routine refers to a specific approach to how activities are to be carried out and to specify the allocation of responsibilities. The procedure must be known and used by those responsible. Emergency preparedness means that the municipality imposes requirements on the supplier’s emergency preparedness. Such requirements may be, for example, that the supplier has planning to deal with disruptions in mission-critical services, such as the supply of electricity, heating, IT, personnel, laundry and pharmaceuticals (known as continuity management), meets certain technical requirements, such as alarms, backup power and emergency water access points, carries out active risk management work, has an on-call or emergency response function, has a trained and trained crisis organisation, has developed collaboration with other actors in the face of crises, participates in the municipality’s work with risk and vulnerability analysis. It is important that the municipality, through its requirements, can ensure that the supplier is prepared for this type of event so that the support of the user can be secured.
