Abstract When Enforcement Outruns Accounting documents a real-world administrative breakdown in public housing where enforcement mechanisms were activated despite unresolved and acknowledged accounting errors. Centered on a tenant’s repeated, good-faith effort to pay rent, the case demonstrates how institutional opacity—rather than tenant noncompliance—became the primary barrier to resolution. Multiple third-party rental assistance organizations, legal advocates, and oversight entities stood ready to cure the account. Their sole requirement was a basic one: a clear, accurate, and fully documented balance statement. Although the housing authority later acknowledged that the tenant’s rent had been miscalculated and issued a corrected determination, enforcement actions continued to rely on uncorrected figures. Additionally, arrears previously governed by an active repayment agreement were reintroduced into a 30-Day Notice without contemporaneous written justification or reconciliation. The accompanying four-panel political cartoon, “Just Show Us the Balance,” serves as a visual exhibit that distills this systemic failure. It contrasts the tenant’s consistent, solution-oriented request for proper accounting with the agency’s inability to produce a coherent ledger while simultaneously asserting enforcement authority. The image highlights a critical inversion of accountability: the burden of reconciling institutional records is implicitly shifted onto the resident.
