Southwest Washington D.C. is the one of the quadrants planned by LâÂÂenfant in his plan for District of Columbia. Southwest D.C., home to poor immigrants and blacks freed from the Civil War, becomes a place of expulsive zoning and is subject to racially driven urban planning during the 20th century. Over various points during the 20th century D.C. demonstrates major urban changes, all of which exclude the quadrant in programs and movements to improve neighborhoods and living conditions until the 1950s urban renewal, which removes over 23000 (mostly black) residents from the Southwest and demolishes all but a few historic buildings.
