This report has been prepared to consider the review of environmental factors (REF). The objectives of this report are to: assess the likely environmental impacts detailed in the REF; determine the significance of those impacts; propose conditions of approval to apply should the proposal proceed and address the position under the commonwealth Environment Protection and Biodiversity Conservation Act (EPBC) 1999.
