Potentially Vulnerable Areas (PVAs)

Potentially Vulnerable Areas (PVAs) are geographical areas that are designated for flood management under the Flood Risk Management Act (Scotland) 2009. They show parts of catchments and coastal areas where nationally significant flood risk exists now or is likely to occur in the future. PVAs are located within Flood Risk Management Local Plan Districts (LPDs) which are a broader unit of management. PVAs help SEPA and responsible authorities in Scotland understand and prioritise where work could benefit the most. They are a vital part of protecting people, properties, businesses, communities, infrastructure and our environment.潜在脆弱区域（Potentially Vulnerable Areas，PVAs）是依据《2009年苏格兰洪水风险管理法案》划定的洪水管理专用地理区域。此类区域覆盖汇水区与沿海地带的部分范围，当前或未来均存在全国性重大洪水风险。PVAs均处于范围更广的管理单元——洪水风险管理地方规划区（Flood Risk Management Local Plan Districts，LPDs）的覆盖范围内。PVAs可帮助苏格兰环境保护局（Scottish Environment Protection Agency，SEPA）及苏格兰当地相关主管部门明确工作重点，优先在防洪效益最突出的区域开展工作。该区域划定工作是保护民众、财产、企业、社区、基础设施及生态环境的关键组成部分。
