Conservation Areas

Local authorities (including National Park Authorities) have the power to designate conservation areas in any area of 'special architectural or historic interest' whose character or appearance is worth protecting or enhancing. This 'specialness' is judged against local and regional criteria, rather than national importance as is the case with listing. The special character of these areas does not come from the quality of their buildings alone. The historic layout of roads, paths and boundaries; characteristic building and paving materials; a particular 'mix' of building uses; public and private spaces, such as gardens, parks and greens; and trees and street furniture, which contribute to particular views - all these and more make up the familiar local scene. Conservation areas give broader protection than listing individual buildings: all the features, listed or otherwise, within the area, are recognised as part of its character.地方主管部门（含国家公园管理局（National Park Authorities））有权在任何具备“特殊建筑或历史价值”、其风貌与外观值得保护或提升的区域划定历史风貌保护区（conservation areas）。 该区域的“特殊价值”需依据地方及区域标准判定，而非如历史建筑名录登录（listing）保护那般以国家级重要性为评判依据。 此类区域的独特风貌并非仅源于单体建筑的品质。道路、步道与边界的历史布局、特色建筑与铺装材料、建筑用途的特定组合、各类公共与私密空间（如花园、公园与绿地），以及构成特定景观的树木与街道设施等，凡此种种，共同构成了为人熟知的本地风貌场景。 历史风貌保护区的保护范围广于单个历史建筑的名录登录保护：区域内所有特色元素，无论是否已纳入名录，均被视作该区域风貌的有机组成部分。
