Recipients of the Active Solidarity Income (RSA) on 30 June 2012

Introduced in June 2009, extended under certain conditions to young people under 25 years of age in September 2010 and now applicable in all the overseas departments, the active solidarity income (RSA) is paid by the CAF to 2 086 000 recipient households in France at the end of June 2012.
In metropolitan France, the number of households receiving the RSA increased moderately, by 2.6 % between mid-2011 and mid-2012. After a sharp increase due to the 2008-2009 recession, the increase in the number of base RSA allotaries is continuing but at a significantly lower rate, while that of the number of RSA allotators activity alone marks the pace after a very clear increase in the first year of the scheme. Nevertheless, the growth in the number of RSA Allocates increased in mid-2012 due to the delayed effects of the cyclical reversal observed from mid-2011.
Turnover of RSA recipients decreased slightly in mid-2012, especially for those of the RSA activity alone. Closer to the labour market, these recipients enter and exit the scheme more frequently.
Since 2010, the decline in the number of RSA base allocation has been more pronounced for 25-34 year olds, more sensitive than other age groups to economic conditions. The slightly more sustained increase in the number of awardees in the first half of 2012 affects almost all age groups.
The data relate to:
— year-on-year changes in the number of RMI, API or RSA base recipients, the number of unemployed persons within the meaning of the ILO and GDP since 2006;
— the number of households with a duty payable to the RSA;
— the number of households receiving the RSA activity alone since June 2009;
— the quarterly turnover rate of RSA recipients between September 2009 and June 2012 depending on the component;
— the number of households receiving the RMI, API or RSA base based on age;
— the number of households receiving the young RSA since December 2010;
— the quarterly turnover rate of RSA recipients in June 2012 by component and age.
