This report is intended to provide the basis for a systematic look at how Universal Service and Access Funds (USAF) are working with and through libraries to achieve their goals of realising digital inclusion for all. It draws on desk-based analysis of 66 Funds from outside of Europe in order to gather evidence of where they cite libraries and in what context, and then to organise this information thematically. It therefore looks in turn at USAFs that are already supporting or have supported libraries, and then those which support the types of activities that libraries can undertake, without referring to libraries themselves. Finally, it provides an overview of those funds that do not refer to libraries or library-relevant activities at all. Key takeaways from the report: • Of the 66 countries, almost half (29) currently support libraries, or have done so in the past. • A further 27 are supporting activities where libraries could play a role, but where libraries are not currently reported as being involved. • There are strong current examples of libraries being supported via USAF funds, demonstrating the ongoing relevance of libraries for achieving USAF goals. • Overall, this points to a strong evidence base which could be drawn on in order to inform future decision-making. It will, we hope, be useful for USAF authorities in reflecting about the ecosystem of actors and institutions with which they can partner to achieve their objectives, as well as for library agencies, associations and national libraries in their engagement with USAF authorities.
