<p>The primary value of the survey is that it is the first comparative data set survey on the political culture covering 12 Eastern European republics. This cross-national survey is based on a standardized questionnaire written in English, which was converted to the languages of participating countries. The main question of the survey was to discover how Eastern European citizens experience transition to democracy and to a market economy after several decades of existence of the communist political system. The cross-national survey was organized within the framework of the Institute of Political Science and the Institute of Sociology of the Hungarian Academy Sciences in November 1988. The launch of the research was sponsored by the curatorium of the Erasmus Foundation for Democracy. The standardized English-language questionnaire was compiled by Laszlo Bruszt and Janos Simon on the basis of several international consultations and meetings.
