To ensure the operational safety of the OCTABUOY platform deployed in shallow-water environments for offshore wind turbine installation, this study proposes an eight-point mooring system tailored to the platform’s unique octagonal pontoon configuration. The designed mooring system exhibits high overall stiffness under combined ocean environ-mental loads and achieves balanced load distribution among individual mooring lines, thereby effectively suppressing extreme tension peaks. A series of physical model tests were conducted to analyze the mooring tensions and motion responses of the OCTA-BUOY platform. The distributions of mooring loads and motion modes were obtained under varying wave periods, wind speeds, current velocities, wind–wave incidence angles, and draft conditions, confirming the safety of the eight-point mooring system across all operating states. Additionally, the study evaluates the increased tension in the remaining mooring lines after a single-line failure and assesses the associated risk states. The pro-posed mooring configuration and validation methodology provide essential safety as-surance for the OCTABUOY platform during offshore wind turbine installation and offer critical references for evaluating whether specific sea states and tidal conditions are suita-ble for safe operations.
