The primary objective of this research is to transition from intuition-based management to data-driven governance in urban planning to address 21st-century climate challenges. Given that cities account for over 70% of greenhouse gas emissions, this study seeks to integrate smart solutions into core urban policy-making layers (Mainstreaming) to enhance resilience. Drawing on UN-Habitat's guiding frameworks and UNITAR's capacity-building modules, a five-step methodology was adopted. These stages include knowledge acquisition, baseline assessment using the PSR (Pressure-State-Response) model, strategic design, operational development (MVP), and continuous control monitoring (CCM).The main outcome of this research is the development of the AgriFarm system, an intelligent Decision Support System (DSS). Utilizing a modern technical stack (Python, FastAPI, React) and AI algorithms such as KNN and Auto-encoders for anomaly detection, the system achieved a 30-40% reduction in water and energy consumption in its initial prototype. Furthermore, the application of Blockchain technology was identified as a critical tool for transparency in green transactions within this architecture.The results indicate that mainstreaming climate actions into the organization's Information Systems Architecture (ISA) is more effective than stand-alone environmental projects. Converting expert tacit knowledge into a structured managerial toolkit serves as the cornerstone for digital resilience and the bankability of green urban projects.
