农业自然灾害风险评估数据集面向福建省农业农村部门、应急管理机构、农业保险机构、粮食储备企业及农业科研单位，用于农业自然灾害的风险识别、损失预评估、防灾资源优化配置及灾后救助决策。数据来源于福建省历次农业灾情统计台账、气象灾害监测记录、植保站病虫害测报、地理信息基础库（地形、土壤、水系）及部分乡镇的灾情抽样核查数据，所有数据已完成空间聚合与时间去标识化处理，不包含具体农户姓名、地块确权信息或未公开的应急部署方案。

The Agricultural Natural Disaster Risk Assessment Dataset is intended for use by agricultural and rural affairs departments, emergency management agencies, agricultural insurance institutions, grain reserve enterprises, and agricultural research institutions in Fujian Province. It supports risk identification, preliminary loss assessment, optimal allocation of disaster prevention resources, and post-disaster rescue decision-making for agricultural natural disasters. The dataset is derived from statistical ledgers of all previous agricultural disasters in Fujian Province, meteorological disaster monitoring records, pest and disease forecast reports from plant protection stations, basic geographic information databases (covering topography, soil and water systems), and sampled disaster verification data from some towns and townships in the province. All data has undergone spatial aggregation and temporal de-identification processing, and does not contain specific farmer names, land right confirmation information, or undisclosed emergency deployment plans.
