A 100 score is earned where all the following conditions are met:
1) the ONS has autonomy to collect data of its choosing,
2) the ONS has autonomy to publish data without prior clearance or approval from any branch of the government, and
3) funding is sufficient to collect and publish data of its choosing.

A 50 score is earned where any of the following conditions apply:
1) the ONS usually has autonomy to collect data of its choosing, but exceptions exist,
2) the ONS usually has autonomy to publish data without prior clearance or approval, but exceptions exist, or
3) funding is occasionally insufficient to collect and publish data of its choosing.

A 0 score is earned where at least one of the following conditions apply:
1) the ONS rarely has autonomy to collect data of its choosing,
2) the ONS rarely has autonomy to publish data without prior clearance or approval from any branch of the government, or
3) funding is insufficient to collect and publish data of its choosing.
