Lake Wollumboola Flood Study

__Study Objectives__\r\n\r\nThe key objective of this Flood Study is to develop computational models that can be used as\r\nthe basis for a Floodplain Risk Management Study and Plan for the study area. The study is\r\nalso to assist SCC to undertake flood-related planning decisions for existing and future\r\ndevelopments.\r\nThe study covers the Lake Wollumboola catchment and the Culburra Beach village catchment.\r\nThe components of the study were to:\r\n\r\n* collate available historical flood-related data;\r\n* analyse of historical rainfall and lake level data;\r\n* undertake a community consultation program;\r\n* develop numerical models of flooding in the catchment and calibrate them to historical\r\ndata;\r\n* determine the flood behaviour including design flood levels, velocities and flood extents\r\nwithin the catchment;\r\n* to determine provisional residential flood planning levels and flood planning area;\r\n* to assess the sensitivity of flood behaviour to potential climate change effects such as\r\nLake Wollumboola Flood Study\r\nWMAwater\r\n150917_LakeWollumboola_FloodStudy_Final:24 September 2015\r\n5\r\nincreases in rainfall intensities and sea level rise; and\r\n* to assess the floodplain categories in accordance with Council policy and undertake\r\nprovisional hazard mapping.

研究目标

本次洪水研究的核心目标是开发计算模型，作为研究区域洪泛区（Floodplain）风险管理研究与规划的基础。本研究同时协助SCC针对现有及未来开发项目开展与洪水相关的规划决策工作。

本次研究覆盖沃伦布拉湖（Lake Wollumboola）流域与卡尔布拉海滩（Culburra Beach）村落流域。本研究的工作内容包括：

* 整理已有的历史洪水相关数据；
* 分析历史降雨与湖水位数据；
* 开展社区咨询项目；
* 构建流域洪水数值模型，并基于历史数据对模型进行率定；
* 确定流域内的洪水特性，包括设计洪水位、洪水流速与洪水淹没范围；
* 确定暂定的住宅洪水规划水位与洪水规划区域；
* 评估洪水特性对潜在气候变化影响的敏感性，例如降雨强度增加与海平面上升；
* 依据地方议会政策评估洪泛区等级，并开展暂定的灾害制图工作。
