Barriers and Potentials of Marginal-Land Bio-based Value Chains: SWOT/TOWS Workshop Dataset Across Seven MarginUp! Use Cases

This dataset contains the structured qualitative evidence underpinning Deliverable D1.3, Policy Recommendation for Low ILUC Biomass, developed within the MarginUp! project. The dataset synthesises stakeholder-derived insights on barriers, enabling conditions, and policy needs affecting the development of low indirect land-use change (low-ILUC) biomass value chains on marginal lands. The dataset was generated through stakeholder workshops conducted between 2024 and 2025 across seven MarginUp! use cases: Spain, Sweden, Germany, Greece, Hungary, Argentina, and South Africa. Approximately 200 stakeholders representing farming, biomass processing, research, public authorities, regional development organisations, civil society, and innovation intermediaries participated in the workshops. Data collection followed a harmonised methodology based on SWOT (Strengths, Weaknesses, Opportunities, Threats) and TOWS analyses. The dataset includes coded information on perceived barriers, enabling factors, strategic priorities, and cross-case patterns related to governance, regulation, market conditions, infrastructure, logistics, knowledge systems, and stakeholder coordination. The dataset comprises processed and anonymised outputs only and does not include personal information, participant lists, workshop recordings, or identifiable raw notes. It is intended to support comparative analysis of bio-based value chain development on marginal lands and to inform policy recommendations, replication strategies, and future implementation activities within the MarginUp! project.
