Public Housing Policy during the era of rental income taxes (=Hauszinssteuerära) from 1924/25 to 1930/31.

Michael Ruck’s study, ´Residential construction - the intersection of social and economic policy. Problems of public housing policy in the so called ‘Hauszinssteuerära’ ( 1924/25 - 1930/31) ´ deals with the meaning of housing construction for society and the economic situation of the Weimar Republic. The German government raised in the period from 1924/25 to 1930/31 taxes on rental income. This period is called the ´Hauszinssteueräre´ (= era of rental income tax). The extensive public regulation of housing was one of the outstanding features of the Weimar social policy. During the period of the so called “Hauszinssteuerära” from 1924/25 to 1930/31, the German public housing policy depended on the amount of public resources made available for the housing policy.
Of overriding importance for the Weimar Republic’s public housing policy are first the state-controlled economy and the state-regulated housing rents of the existing dwelling stocks and second the public funding of housing construction.
The primary investigator and author of the stucy, Michael Ruck, want to answer the question, whether the collapse of the housing construction and it’s impact on the labor market and therefore on the overall economic situation is the result of structural failures of the Weimar public housing policy, or whether it was the consequence of a political motivated, radical made break with this system.
