"Parcels will be offered in a Call for Bids from which licences will be issued to successful bidders. Each parcel is composed of sections of grid areas which are defined in the Canada Oil and Gas Regulations. In the Canada-Newfoundland and Labrador Offshore Area, the maximum allowable parcel size is 800 sections with the only exception being parcels within the Jeanne d’Arc region, which cannot exceed 400 sections."本次招标将出让若干油气勘探区块（parcel），中标投标人将据此获得对应区块的许可权证。每个勘探区块由若干网格分区单元构成，相关定义详见《加拿大油气法规》（Canada Oil and Gas Regulations）。在加拿大-纽芬兰与拉布拉多近海区域，单个勘探区块的最大允许规模为800个网格分区单元，唯一例外情形为让娜·达克（Jeanne d’Arc）区域内的区块，其规模不得超过400个网格分区单元。
