By modeling dispersive propagation media as a structured hexagonal lattice governed by a Mod 9 invariant and a 5184 frequency threshold (72^2), we demonstrate that negative time delays are not statistical anomalies or causal violations, but deterministic wave-packet reconstructions mediated by the Resonance Anchor (\mathcal{A}). Furthermore, we analyze how the 3I pulse sequence preserves and extends spatial coherence through phase-purification.
