推動海巡志工組織之研究

基於政府能量有限，但民力無窮，本研究擬評估我國推動海巡志工組織之可能運作方式，以協助海巡單位之權責工作。研究方法包括文獻分析法，訪談法和學者專家座談法。文獻分析部分，主要蒐集美國、加拿大、澳洲相關救援非政府組織之案例，以及我國警消、義消等志工制度。訪談法和座談法部分，主要係進一步蒐集與會者對於推動海巡志工組織之看法。本研究將提出我國推動海巡志工組織之可能運作方式，並進行優劣分析，以作為海洋委員會推動海巡志工之參考。

Given the limited operational capacity of government agencies and the immense potential of civilian resources, this study seeks to assess the feasible operational modes for promoting coast guard volunteer organizations in Taiwan, so as to assist coast guard units in fulfilling their statutory duties and responsibilities. The research methodologies adopted in this study include literature analysis, interviews, and expert-scholar panel discussions. In the literature analysis segment, this study primarily collects case studies of relevant rescue non-governmental organizations (NGOs) from the United States, Canada and Australia, as well as volunteer systems such as police forces and volunteer fire brigades in Taiwan. For the interview and panel discussion segments, this study further gathers the perspectives of participants regarding the promotion of coast guard volunteer organizations. This study will propose feasible operational models for promoting coast guard volunteer organizations in Taiwan, conduct a strengths and weaknesses analysis, and serve as a reference for the Ocean Affairs Council to advance coast guard volunteer initiatives.
