Belarus: Proceedings in Absentia and Their Cross-Border Consequences

This ARGA Observatory report examines Belarusian proceedings in absentia and their consequences outside Belarus. It addresses notice, defence rights and the possibility of renewed consideration of the case, alongside extradition, non-refoulement, asylum and INTERPOL mechanisms. The analysis also covers identity documents, property, recognition of judgments and financial restrictions. Four judicial case studies, United Nations materials and six hypothetical scenarios support a practical approach to assessing risks, assembling evidence and coordinating available remedies.
