This record contains the underlying and extended data supporting the article entitled “Developing a Toll Master Developer Model for Financially Sustainable Assigned Toll Roads: Integrating Value Capture and Corridor Development in Indonesia.” The study develops a Toll Master Developer (TMD) model as an institutional and business model to improve the financial sustainability of assigned toll-road projects in Indonesia through the integration of corridor development, land value capture, spatial planning, and institutional coordination. The research applies a sequential mixed-method design consisting of a quantitative survey-based stage using Partial Least Squares Structural Equation Modeling (PLS-SEM) and a qualitative model formulation stage using Soft System Methodology (SSM). This record includes five supporting files: TMD Survey Raw Data, containing anonymized survey responses from 70 respondents representing government, toll-road developers, private sector stakeholders, and academia; Survey Questionnaire, containing the research instrument used to identify and assess strategic factors affecting Toll Master Developer effectiveness; Questionnaire Codebook, describing the constructs, indicators, and 7-point Likert-scale measurement used in the study; FGD Guide, containing the semi-structured Focus Group Discussion guide used to validate the conceptual TMD model, including its institutional, regulatory, value capture, and business model implications; and PLS-SEM Output Summary, containing respondent profile, measurement model evaluation, structural model results, coefficient of determination, effect size, and structural equation. The quantitative data support the analysis of strategic factors affecting Toll Master Developer effectiveness, including strategic capability of toll-road developers, investment ecosystem, spatial integration between toll roads and area development, and value capture implementation. The qualitative materials support the formulation and validation of the TMD conceptual model through Soft System Methodology. All human participant-related data have been de-identified. Respondent names, personal contact details, and other direct personal identifiers are not included. Respondent information is limited to analytical categories such as institution type, position category, experience range, education level, and anonymized survey responses. The materials are provided to support research transparency, reproducibility, and compliance with the open data requirements of F1000Research.
