The eIDAS Peer-Review Opinion Corpus, 2016-2026

A coded, machine-readable corpus of the complete published output of the European Union's peer-review machinery for notified electronic identification schemes under Regulation (EU) No 910/2014, together with the European Commission's consultation record for the implementing regulation that replaced the procedure in 2025. Contents. 49 document rows (44 published opinions, 2016 to 30 June 2026, plus the five publicly attached peer-review reports); 112 coded conditions in long format with their dimension under the Annex to Commission Implementing Regulation (EU) 2015/1502; 127 verbatim source passages; a double-coded dimension file; the Commission's register of notified and pre-notified schemes as parsed on 25 July 2026; and the Have Your Say record for the draft of Commission Implementing Regulation (EU) 2025/1568. Regime boundary. Forty-two opinions were adopted under Commission Implementing Decision (EU) 2015/296; two, both of 30 June 2026, under Commission Implementing Regulation (EU) 2025/1568, which repealed the Decision with effect from 18 August 2025. Any statement about earlier practice must exclude the two 2026 opinions. Reliability. The dimension variable was coded twice, the second pass blind to the first, against a written rulebook, with every disagreement adjudicated: raw agreement 73.5%, Cohen's kappa 0.647. Both passes are author-side, so this measures rulebook stability rather than intercoder reliability between independent human coders; an independent second coder remains an open item. The theme variable was not re-coded and should not be quoted as a measurement. Reproducibility. recompute.py, standard library only, regenerates every published figure from the CSVs and prints each beside the analysis section that cites it, including a counter-figure that runs against that analysis's own argument. Third-party documents. The four attachments submitted to the Commission consultation are referenced but not redistributed: three carry the contact details of named individuals. Byte sizes, SHA-256 hashes and Commission URLs are recorded so any reader can fetch the identical files at source. Every source document is public. Nothing here derives from confidential peer-review material.
