PROGRAM MISSION Starfleet exists to explore, protect, and serve without becoming the harm it seeks to prevent. The Socio-Technical Systems Accountability program trains officers to identify, analyze, and redesign institutional systems that produce harm without overt malice. Cadets learn to treat bureaucracy, documentation, automation, and enforcement pipelines as engineered systems whose outcomes are predictable, measurable, and correctable. Graduates of this program are deployed where harm occurs quietly, authority fragments responsibility, and legitimacy masks damage. PROGRAM LEARNING OUTCOMES Upon completion of this concentration, cadets will be able to: 1. Distinguish intent from outcome in institutional harm. 2. Identify patterns of moral disengagement and role diffusion. 3. Analyze enforcement pipelines as structural violence. 4. Translate lived experience into evidence-based sociological analysis. 5. Construct socio-technical system maps (roles, incentives, artifacts, feedback loops). 6. Design accountability architectures that force responsibility upward. 7. Implement freeze and pause mechanisms when verification fails. 8. Propose counter-design rooted in governance, dignity, and auditability.
