Dataset: Factors that influence the implementation of quality improvement programs (HEALTHQUAL Program)

Access to poor quality care has adverse effects in terms of morbidity and mortality. Hence the need to find strategies to improve processes and systems in order to satisfy patients and enable access to good quality care. In Haiti, the Ministry of Public Health and Population, donors as well as technical and financial partners emphasize quality improvement programs such as the HEALTHQUAL program. It has become an essential approach in the health system in Haiti. Quality improvement programs are new to the context of Haiti. However, very little data is available on the factors that can facilitate or hinder the implementation of these quality improvement initiatives.

Evaluative research (implementation analysis) with a multiple case study was carried out using a qualitative research design. Thirty-eight semi-structured interviews, observations were made, and documents analyzed. Data analysis was performed using the constant comparative methods and a synthetic analysis framework with predefined categories (program components, facilitating factors, inhibiting factors, mechanisms, consequences and interactions between model elements). Subsequently, these categories were analyzed inductively using the “Atlas ti” software and adding other emerging codes in the pre-defined categories. Memos and a “research journal” were used during data collection and analysis.

Those data shed light on the main facilitators and obstacles to the implementation of quality improvement programs in the context of Haiti.

获取低质量医疗服务会对发病率与死亡率产生不良影响。因此，亟需探索优化流程与体系的策略，以满足患者需求、保障其获得高质量医疗服务。在海地，公共卫生与人口部、捐助方以及技术与金融合作伙伴均重视诸如HEALTHQUAL项目在内的质量提升计划，该计划现已成为海地卫生体系中的核心举措。质量提升计划在海地尚属新生事物，但目前鲜有关于可促进或阻碍此类质量提升举措落地的影响因素的相关数据。本研究采用质性研究设计，开展了基于多案例研究的评估性研究（实施分析）。研究共开展38次半结构化访谈、现场观察，并对相关文档进行了分析。数据分析采用持续比较法与预设类别的综合分析框架，预设类别涵盖项目构成要素、促进因素、阻碍因素、作用机制、实施后果以及模型要素间的交互关系。随后，研究团队借助"Atlas ti"软件对上述类别进行归纳式分析，并在预设类别中纳入其他涌现编码。在数据收集与分析阶段，研究人员全程使用备忘录与研究日志开展记录与梳理工作。本数据集所收录的相关数据，阐明了海地语境下质量提升计划落地的主要促进因素与阻碍因素。
