The terms of reference for the Accident Compensation Inquiry were established by the Attorney General, the Honourable F. J. Walker, Q.C., MP on 12 November 1981. Its purpose was to inquire into, report on and make recommendations concerning the extent to which compensation should be payable in respect of death or personal injury. The Inquiry was to consider:(1) whether 'no-fault compensation' should be payable in respect of death or personal injury suffered by any person through the use of a motor vehicle or other means of transport. (2) whether 'no-fault compensation' should be payable in respect of death or injury suffered by any person in circumstances other than the use of a motor vehicle or other means of transport. (3) whether a 'no-fault compensation' scheme or schemes should be introduced in New South Wales and, if so, to consider further the nature and scope of any such scheme. (4) whether any 'no-fault compensation' scheme should be in substitution for all or any rights to compensation under existing law. (5) whether the principles and practices relating to compensation for death or personal injury under workers' compensation legislation, other legislation, the tort or common law system should be modified and, if so, in what way.These are the main files used by the Commission during the Inquiry. The series is comprised of twenty sequentially numbered files. Many of these files were sub-divided and given an alphabetic or numerical suffix when they became too large or complicated to be contained in a single folder. The files contain a wide variety of material including: Cabinet minutes; correspondence from the general public; correspondence from government and non-government organisations and the business community; submissions; case studies and publications relating to the Inquiry.(12/12823-37). 15 boxesNote: This description is based on Concise Guide to the State Archives of New South Wales, 3rd Edition 2000.
