Detection of Support Measures for Active Inclusion - SIA and Dignity Income - ReD

The national measure Support for Active Inclusion - SIA and the regional measure Income of Dignity - ReD are considered as a tool to combat absolute poverty, income integration and social and work integration. They provide for an economic allowance accompanied by an active social inclusion pact that the beneficiary family unit, through one of its components, stipulates with the local social services, compliance with which is a condition for the use of the benefit. The economic benefit is recognized for a limited and predetermined period on the basis of a series of requirements concerning citizenship, residence, ISEE and multidimensional needs assessment. Therefore, these measures provide, in detail: • an economic allowance in the form of an income supplement; • a social and work inclusion programme, in the form of an orientation, training and integration traineeship aimed at social inclusion and the autonomy of people, or at caring for their families; • access to training opportunities; • a social benefits programme to support educational and parenting functions for minors and care for dependent family members.积极融入支持计划（Support for Active Inclusion，简称SIA）与尊严收入计划（Income of Dignity，简称ReD）两项政策，被视作对抗绝对贫困、推进收入整合及社会与就业融合的工具。此类政策配套发放经济补贴，并附带一份积极社会融入契约：受助家庭需通过其任一成员与地方社会服务机构签订该契约，遵守契约条款是申领福利的前提条件。 该经济福利的认定设有有限且预先设定的期限，需满足公民身份、居住要求、家庭经济状况指标（ISEE）及多维需求评估等一系列条件。具体而言，此类政策包含如下内容： • 以收入补贴形式发放的经济津贴； • 社会与就业融入计划，即针对社会融入、个人自主或家庭照料需求，开展指引、培训与融入实习项目； • 培训机会准入渠道； • 支持未成年人教育与育儿职能、照料受扶养家庭成员的社会福利计划。
