This manuscript presents Boundary-Conditioned Realization (BCR) as an independentrealization-audit and visibility-conditioned measurement framework applied tosupplied structural datasets, annex reruns, and FITS-derived reconstruction maps. BCR preserves:- prediction-versus-actual accounting- visibility-conditioned realization- residual morphology preservation- observer separation- assigned-versus-realized separation- no unsupported proxy promotion- governance-locked realization discipline The framework is applied to supplied FUM/UM annex structures and associatedvalidation datasets while preserving strict layer separation: Layer 1:structural specification Layer 2:boundary-conditioned realization Layer 3:observable measurement No layer is permitted to silently substitute for another layer.
