<p>The Merit Principles Survey was conducted by the U.S. Merit Systems Protection Board in early 1996 to assess Federal employees' views of their jobs and work environment. Though the focus of the survey (and some of the questions) change with each administration, the survey contains many items that can serve as a basis for tracking perceptions and experiences of Federal employees and managers over time. A total of 18,163 surveys were distributed and 9,710 surveys were completed and returned. The survey covers attitudes toward federal merit principles, the effects of downsizing, and other topics.</p>
