GODEEEP compressed capacity factors — wind_125m_rcp85cooler

Per-cell capacity-factor NetCDFs from the GODEEEP dataset for wind (125 m hub height) under the rcp85cooler climate scenario; planning horizons 2030, 2040, 2050, compressed to uint8 (scale_factor = 1/254) with zlib level 4. Approximately 12× smaller than the raw aggregated GODEEEP files; quantization error is below 0.002 in capacity-factor units. Files are companions to the PyPSA-USA NREL land-access exclusion workflow. The workflow downloads these and applies per-cell availability weighting using NREL reV exclusion rasters at runtime. Source files were generated by NREL/PNNL's GODEEEP project; compression is by the PyPSA-USA contributor (see scripts/nrel_exclusion/compress_godeeep.py).
