Enterprise architecture of occupational safety and health (OSH)

The target area for occupational safety and health is part of the overall architecture of the target area for health and well-being, which is the responsibility of the Ministry of Social Affairs and Health. The operations and information management of the OSH target area are affected by the overall architecture of the Ministry of Social Affairs and Health and, due to the broad content of occupational safety and health, by the architectures of several other actors, such as the Regional State Administrative Agency, other ministries and authorities.

This high-level description of the enterprise architecture of the OSH target area is used to model OSH operating principles in Finland from the point of view of the Ministry of Social Affairs and Health’s Department of Work and Equality and Occupational Safety and Health Enforcement. The upper-level description focuses especially on the perspective of the occupational safety and health administration’s official work and describes the current situation, development needs and information management of the OSH administration’s operations. The key activities of the OSH target area are the supervision of occupational safety and health, the drafting of legislation on occupational safety and health and the development of occupational safety and health (OSH), which in substance affect all industries and workplaces in Finland. From the point of view of workplace information and skills needs, working conditions, working conditions, occupational health and accidents, occupational safety and health at work, the grey economy, market surveillance and the work of the occupational safety and health authority in the workplace are key content (www.tyosuojelu.fi).

The enterprise architecture of the OSH target area is the basis for continuous improvement of OSH operations and information management and for improving the quality of public servants’ work.

In 2016, a top-level description of the operating architecture of the OSH enterprise architecture was produced, which is the first architectural description of the target area. The top-level description was updated in 2020 as part of the implementation of the Information Management Act. The aim is to update and develop the architectural description as part of the planning of operations.
